The recently enacted Parents' Bill of Rights
empowers parents, providing clarity on their
rights and encouraging greater involvement in
their children’s academic life. As a community-focused institution, we believe in fostering a strong partnership between parents and the school to help every child thrive.

Key Aspects of the
Parents' Bill of Rights
The new North Carolina law outlines several rights for parents, many of which reinforce existing policies. While these rights aim to empower parents, QEA encourages collaboration as a cornerstone of student success.
Some Key Rights Include:
- The rights to be informed and involved in your child's education, including updates on your child's academic performance, attendance, and conduct
- The right to consent or withhold consent for reproductive health and safety education programs.
- The right to access and review books your child checks out from the school library.
- The right to participate in parent-teacher organizations and conferences to support your child's academic and social development.

How We Support Parental Involvement at QEA
We believe that teachers and
parents working together is the key
to unlocking a child’s full potential.
QEA offers multiple avenues for
parents to stay actively involved in
their child’s education:

Parent-Teacher Conferences:

Regular conferences are encouraged and can be scheduled at any time before or after the instructional day. Simply contact your child’s teacher via email or voicemail to request a conference.

Volunteering Opportunities: Volunteers are essential to our instructional program. Whether you’re a parent, grandparent, or community member, we welcome your involvement! A complete background check is required for all volunteers, and we’ll work with you to find convenient times for volunteering.
While the Parents' Bill of Rights ensures parents are informed,
at QEA we believe in collaboration—a shared responsibility
between parents and educators. We want to empower
parents with information, but also encourage ongoing
dialogue and cooperation between families and the school to
meet our students’ academic, emotional, and social needs.

Senate Bill 49, known as the Parents' Bill of Rights, outlines the importance of parental involvement in the successful education of all students. While many of the required components of Senate Bill 49 can be found elsewhere, this page has been created to pull together a number of those resources in order to simplify the navigation process for parents. Quality Education values the role and contribution of parents. As this page develops, QEA endeavors to present a well-planned, inclusive, and comprehensive program and set of resources to assist parents and families in effectively participating.
